Shūten is a strategic advisory practice operating at the intersection of transport, governance, strategy and policy, planning and urban design. We partner with clients to navigate complex challenges through creative problem-solving, systems thinking, and inter-disciplinary collaboration.
Cities, infrastructure and organisations are complex systems, where action is shaped by countless interconnected decisions.
Decisions made in isolation are well-recognised risks in the world of strategy, planning and design— where siloes can occur by discipline, governance structures, competing priorities, or an absence of a shared vision.
Shūten’s inter-disciplinary approach is grounded in the belief that better outcomes emerge when decisions are joined up and understood together as a system.
Shūten’s network of service offerings cover the category stations as summarised below:

Shūten approaches complexity through deep listening, interdisciplinary collaboration, and critical inquiry. We work across boundaries — challenging assumptions, interrogating systems, and learning from diverse perspectives to reveal new possibilities and shared direction.
Transport strategies are strengthened when there is a shared vision and ownership across the life cycle; a strategy for both spatial and organisational change
Built outcomes as well as social outcomes are improved when there is early collaboration on scope across disciplines; from engineering and infrastructure design to customer experience, safety and urban design.

Shūten was founded by Scott Przibella — an urban strategist, systems thinker and designer with more than 25 years of experience across the built environment in Australia and around the world. This global perspective is founded on a simple belief: there is always something to learn from other cities, organisations and people.
As one of a small number of Australians to have worked at Gehl Architects in Copenhagen, and influenced by leaders such as Jan Gehl, Rob Adams and Janette Sadik-Khan, Scott has developed a people-centred approach to strategy, planning and design. These experiences have reinforced the importance of understanding everyday human experiences when shaping the future of towns, cities and regions.
A career that has spanned many planning and design roles, including architecture and urban design, which refined not only his design sensibility, but also critical thinking, attention to detail and project management.
As well, management roles across transport policy and strategy and the exposure to local and state government operating environments means Scott combines both systems-level judgment with attention to detail, comfortably operating from strategy through to execution.
The name Shūten draws from the Japanese word 終点 for “interchange” - a place where movement, systems, people, and interactions exchange and converge.
That idea sits at the centre of both Scott’s personal philosophy and the practice itself.
